You and your partner need to each have valid and unexpired IDs to get a marriage license from the state of Utah. The license must have your date of birth and picture. The ID can be from any country, but must be issued by the government of that country.

You need two (2) witnesses for the wedding by law. Both your witnesses must be at least 18 years old. They can be anywhere as long as they can join by video and audio.
Yes, the license expires in 32 days after issued. You will have to pay to get a new license if your license expires before your wedding date. No extensions or refunds possible under Utah State law.
Yes, you can. The incarcerated person must participate in the wedding through both video and audio for the wedding to be legal.
